Thanks for reporting on the conference last Sunday. I hated to miss it. We need to persuade landlords to require specific conservation measures in their leases of farm land, or else make such terms mandatory by state law.

I was so excited back in the late 80s with the Groundwater Protection Act and REAP. Alas it was not to be. SAD
